setting usage stats to false sets it in the dev environment

2.0 bug - ran meltano config meltano set send_anonymous_usage_stats false and got:

  config:
    send_anonymous_usage_stats: false

@DouweM I think expected and we have #3419 to track, but it sure feels like a bug
