Android builds keeps failing on various downloads from https://jcenter.bintray.com/

I have some issues with the android build tasks. Sometimes it runs fine, other time like today it constantly fails on trying to download packages from jcenter.bintray.com - it is different packages on every build so it seems like it is network related.

Thanks @jpricketMSFT - I have had it on different occasions, usually queuing the build an extra time will fix the issue. But friday was insane queued the build 7 or 8 times before it succeed which is why I opened the issue. I will keep monitoring it going forward. Is there a guide to setup a local agent with android (I already have an agent, just didnt setup android build on it).

Updating the gradle version fixed the issue in my case
