🐞 Sample ballots should have non-zero sequence number

Current Behavior
The file data/plaintext_ballots_simple.json has a sequence_order field for contests that’s zero-based and isn’t sequential, and the ballot_selections child elements has the same problem.
Expected Behavior
sequence_order should never be zero, it should always start at one, and it should increment by one for each sibling in the json structure
