Narrator Shortcut is incorrect

PowerToy module for which you are reporting the bug (if applicable): Windows key shortcut guide
Steps to reproduce
Press and hold the Windows key for at least two seconds. Whilst the Windows key is held down, press the Enter key.
Expected behavior
Narrator should pop up and start running.
Actual behavior
The application registers that the Enter button for the Narrator shortcut was hit, however nothing happens and Narrator does not start up.
