Add bower support to main repo

I’d like to use bower to consume the tslib repo. It looks like the bower version of this repo was already created a month ago: https://github.com/Draccoz/tslib. It’d be awesome if we could bring the bower and npm definitions of the repo into the same place, under the Microsoft org. I realize that since there is an existing bower definition, this might cause problems. In that case, is there any way we can set up a hook to submit a PR to the bower repo every time something gets merged to master here?
