Feature: Notebook Editor, Interactive Window, Python Editor cells

Description

Allow line numbers to be toggled in ALL cells. Current behavior only allows a single (selected) cell to have line numbers be toggled via L.

@IanMatthewHuff, is there also a possibility to change this setting permanently in some config to allow for starting up vs code and just start working? 🚀

@umdstu Thanks for the report on this. Our current implementation does indeed only toggle per cell. I know that we are currently reviewing our hotkeys, so we will talk at our triage about enabling this for all cells.
