Native Notebooks - Outline (aka Table of Contents or TOC) should only show headers, not plain text

I would also like it a lot if that was made available as a setting.
Here is a screenshot of what exactly I mean. The paragraph in the first cell is not displayed in the outline, but the paragraph in the otherwise empty cell is.
There is a related stack overflow question, the author would probably also like to know when this gets implemented. I will put a link there to this issue.
Personally, I think it is very confusing to show markdown cells that are not headers in the outline. I would like to have a setting to hide them.
