VS Code is removed from anchor layout

- VS Code Version: 1.70.2
- OS Version: Windows 11 Pro 22H2 (22621.457)
Steps to Reproduce:
- I drag the VS Code program window into the layout anchor area and select several programs.
- Then I minimize all programs by clicking the button in the lower right corner of the taskbar.
- After that, I open a running program bundle and after the program VS Code will be removed from the binding layout.
P.S. With other programs, the anchor layout continues to work after minimizing and maximizing windows.
