[Bug] First sent tab after reboot does not arrive

Steps to reproduce

Be signed in the Firefox Desktop (nightly) and Fenix (nightly) with the same Firefox Account
Reboot your phone, and do not launch Fenix after rebooting
On desktop, open a tab and then send it to the Fenix device

Expected behavior

I get a notification about the new tab arriving on Fenix in a timely manner

Actual behavior

Nothing happens on my mobile, the tab does not seem to have arrived.
If I launch Fenix, still nothing happens, the tab does not seem to have arrived.
If I send a second tab from Desktop to Fenix, then both tabs arrive and I get two notifications.

Device information

Android device: Samsung Galaxy S8.
Fenix version:
- Nightly 200913 06:02 (Build #2015763635)
- AC: 59.0.20200911130559,d974933d4
- GV: 82.0a1-20200908095243
- AS: 61.0.13

@rfk if you could re-test with the latest Fenix (debug variant of master works too), that would be grand

Thanks, looks like it’s now working correctly for me! As you mention above, I had to wait a couple of minutes for things to start up, but the tab arrived without any intervention on my part.
