core 2.2 loading mvc fails at runtime with Cannot find compilation library location for package xxx

I’ve configured everything as per sample however when I publish a plugin(that has mvc views, partials, etc) and attempt to load it, I get Cannot find compilation library location for package xxx

I’ve tried publishing the plugin with a number of options in the csproj such as:

<PreserveCompilationContext>true</PreserveCompilationContext>
<MvcRazorExcludeRefAssembliesFromPublish>false</MvcRazorExcludeRefAssembliesFromPublish>
<MvcRazorCompileOnPublish>true</MvcRazorCompileOnPublish>

To Reproduce Steps to reproduce the behavior:

1. Using this version of the library ‘0.2.4’
2. Run this code ‘…’
3. With these arguments ‘…’
4. See error

I’m not sure what is wrong. I’m currently not working on this project much due to recent birth of my first child. If you make any progress on this, please let me know. Pull requests to fix issues are always ideal, if you can figure out what is wrong.

Just for reference, in 3.1, this issue can be resolved by setting <PreserveCompilationContext>false</PreserveCompilationContext> in the plugin csproj
