llvmlite 0.38.0 RC1

Merge to master (when approved):
- https://github.com/numba/llvmlite/pulls?q=is%3Aopen+is%3Apr+milestone%3A"Version+0.38.0+RC"
merge change log changes (https://github.com/numba/llvmlite/pull/796)
Create 0.38 release branch
Annotated tag v0.38.0rc1 on branch
build conda packages on buildfarm (remember to check the “upload” box)
move conda packages from numba/label/dev to numba/label/main
verify conda packages moved to numba/label/main
Build wheels ($PYTHON_VERSIONS) on the buildfarm.
Upload wheels and sdist to PyPI (upload from ci_artifacts and cleanout when arrived).
Verify/(Activate?) ReadTheDocs build.

Post RC:

Announce RC via Discourse and Twitter
Tag v0.39.0dev0 on master to start new cycle (after first merge-commit post release branch, ideally a small PR to open the changelog for the next dev cycle).
