Consider for setting Floating IP for single VMs, not only for VRs

Description

Should be opportunity for add ETH0_VROUTER_IP directly to VMs without creating VRs. This is most simple solution for have failover IP address.

You don’t need to create any new networks or virtual routers, just assign the floating IP directly to VMs (In addition, it is already supported by addon-context-linux)

Use case

• You don’t need to have back network for use “floating IP” feature
• You don’t need to think about nat rules
• Easy manage
• Easy administrate
• It also can be simple integrated into cloud view (for sunstone)

Would it be possible to create floating IPs in e.g. a Virtual Network have a specific tab Floating IPs in which you select an IP and assign it to specific VMs. You shoudln’t have to use a VM Group for this.
