Convert README and other docs to markdown
See original GitHub issuePyPi finally supports markdown so we should consider moving from .rst
since markdown is more familiar to contributors (myself included).

Our python docstrings follow rst, and as someone has mentioned, Sphinx/rst is defacto standard for python shops. So, I vote for rst
