Add/Install Language on web level given the language lcid

Usage

m365 spo web add language

Description

This command will be used to add/ install specific language on a web level by providing lcid or language id i.e. en-en 1033

Options

Option	Description
`-i, --teamId <teamId>`	The Id of the Microsoft Team
`-r, --role [role]`	Filter the results to only users with the given role: `Owner` or `Member`.

Additional Info

This came as a suggestion from @Adam-it after raising the issue 2945.

P.S. Enabling multilingual feature on web level is designed by default to enable all languages

@alaakh42 thanks for opening this issue 👍. As before I think it is a great suggestion and a new command which CLI could have. Let me know if you need any support or help with the details of this issue (options, description, other) 👍. If needed I may do some investigation myself to check for rest API endpoints to see what’s possible here or even try to take the issue if you don’t have time 🤔.
