Add/Install Language on web level given the language lcid

Description
This command will be used to add/ install specific language on a web level by providing lcid or language id i.e. en-en 1033
Options
Option | Description |
---|---|
-i, --teamId <teamId> |
The Id of the Microsoft Team |
-r, --role [role] |
Filter the results to only users with the given role: Owner or Member . |
Additional Info
This came as a suggestion from @Adam-it after raising the issue 2945.
P.S. Enabling multilingual feature on web level is designed by default to enable all languages

Let me know if you need any support or help with the details of this issue (options, description, other) 👍.
