Can't run ./tools/download.sh on Debian

On a recent Debian Sid, recursively clone the PowerShell repo, then try to run ./tools/download.sh
Expected behavior
PowerShell is bootstrapped?
Actual behavior
voltagex@devbox:~/src2/PowerShell$ bash ./tools/download.sh
