Implement monthly snow loss model

See original GitHub issue

Interesting model for predicting monthly energy loss due to snow, from monthly quantities (snow total, plane-of-array insolation).

Photovoltaics and snow: An update from two winters of measurements in the SIERRA June 2011Conference Record of the IEEE Photovoltaic Specialists Conference DOI: 10.1109/PVSC.2011.6186627
