Dev requirements need cleaning
See original GitHub issueCan see several issues that could lead to different behaviors depending where the various verifications are run, for instance:
tox
version is fixed to 2.3.1 indev.txt
requirements, whereas it does not have any version fixed in.circleci/config.yml
.- same for
mypy
indev.txt
and intox.ini
- isort is not in
dev.txt
but used intox.ini
and is run incircleci

It all needs a clean up.

I moved a few things from dev.txt to tools.txt, so they don’t get installed in the test tox env.
