NGO registration `phone`

Subject of the issue

NGO registration has phone field which is not set to required. Was that purposeful?

Expected behaviour

form submission should fail and ask for phone number

Actual behaviour

It does not require phone field

I dont think they should be able to register without any phone number, because phone number is the bare minimum we need here.

removing blank=true would fix it i guess.
