Cosmetics: Bottom `sap.m.Button` decoration is overlapped by a white padding/margin when using SAP Horizon theme

Steps to reproduce the problem:

Open https://sdk.openui5.org/nightly/resources/sap/ui/documentation/sdk/index.html?sap-ui-xx-sample-id=sap.m.sample.UploadSetGroupingSortingFiltering&sap-ui-xx-sample-lib=sap.m&sap-ui-xx-sample-lib=sap.m&sap-ui-xx-sample-origin=.&sap-ui-theme=sap_horizon, ensure the SAP Horizon theme is applied!

What is the expected result? Mouse over button decoration (button border) should not be overlapped by white padding.
What happens instead?
The bottom border is overlapped:

This happens only on SAP Horizon theme, when using SAP Fiori 3 theme, everything is OK:
