I was able to download the update only after rotating my Tor circuits for a while until one returned a 200 http code. The 403 forbidden error was still there for me otherwise. The ticket can stay closed anyway, it’s just an issue with Tor exit nodes being banned (or not) and I’m not sure if you can tweak that on your side with cloudflare.
