If via servers are provided (assuming they are correct) then the room can be joined. But I would still recommend aliases over room IDs.
When no via servers are provided it is not possible to join the room and the error message has been awful for a long time. https://github.com/matrix-org/matrix-react-sdk/pull/6048
Edited because I misread your message.
Fair enough, though how would the via server given in a URL be handled differently?
