Accented characters mangled in non-English reports

Describe the bug

When running a French language “Traditional Report with HTML requests and Responses” the titles in the report with accented characters are getting mangled. I’m guessing either due to an incorrect codepage in the database or report page not hinting to the browser to use UTF8. Yet the full text descriptions are displaying the accented characters correctly.

Steps to reproduce the behavior

Change the language of ZAP to French Run a scan Create a report using the Traditional with Requests and Responses template Open the report in a web browser observe that the titles to each section of the vulnerability are mangled but the text describing the vulnerabilities are normally accented.

Expected behavior

The titles should show words with accented characters as words with accented characters and not as random symbols

From other issue (#7272), the charset is windows-1252 which should cause problems with Java 8 but not with newer Java versions.

@globeone could you try with latest weekly release and indicate which charset is being used? (Should be shown in the support info.)
