Replay feature requests

• Automatically add services to the blocklist. E.g. after hitting a multiple publishers error, don’t try to broadcast anymore

• Loop to beginning when reaching end
• Ask confirmation before falling back to qlogs/qcameras, --qlog to skip confirmation
• Write CarParams from the route into the param on replay start
• Download progress when waiting for data. Even on decent internet connection (~20Mbps) it can still take quite a while before the replay starts playing. Would be nice to show a % and eta until you can start playing the current segment.
• Improve time to first frame/message on slower internet connections. We start download the first three segments simultaneously, but I think this significantly increase the time until the replay starts playing

It may be a transform problem (not very sure yet). I checked the raw image output by frameread, ~it doesn’t seem to have any problems.~ I’ll check it later,it’s a c3 issue,c2 is good.

update: found padding problems, fix it in #22572 . but it’s still broken in ui
