Quit GitHub Desktop (Cmd + Q) with the app open.

Open “Finder”

Click the “Downloads” folder in the left pane of Finder

Look for GitHub Desktop there

If it’s there, drag it from there to the “Applications” folder on the left pane of Finder

If it’s not there in the downloads folder, let us know what folder it’s in by searching for it in the top right of Finder and we can continue to troubleshoot.
