[FancyZones] multi monitor win+arrow bug

Environment

Windows build number: 10.0.18363.815
PowerToys version:  0.16.1
PowerToy module for which you are reporting the bug (if applicable): FancyZones

Monitor 1 = 1440x2650 : 2 zone layout Monitor 2 = 3440 x 1440 : 4 zone layout Monitor 3 = 3840 x 2160 : 3 zone layout

Monitors are in order from left to right.

Steps to reproduce

Windows + left or Windows + right with windows override enabled

Expected behavior

I expected zone to cycle through though and then move eg from, monitor 3 zone 1 to monitor 3 zone 3, and from monitor 3 zone 3 to monitor 1 zone 1.

Actual behavior

After moving a window through a couple of zones it seems to end up on just my 3rd monitor and just goes around in circles on that monitor. Depending on if I hold left or right it will just go either left or right but only on monitor 3.

If it is on monitor 1, sometimes it will just skip right past monitor 2 without going to the second zone on the display.
