[PreviewHandler] In settings disabling of preview pane doesn't work

PowerToys version: 0.16.1
PowerToy module for which you are reporting the bug (if applicable): PrevievPane
Steps to reproduce
- Disable Svg or MD Previewer in settings. Or disable File Explorer in general settings
Expected behavior
- preview pane for this files should be disabled
Actual behavior
- preview pane for this files is still active
