[BUG]: Deleting image in an existing exploration is not working.

Describe the bug

When I try to delete an image of the existing exploration I am not able to see the changes. When I click on save changes the images is not getting removed.

Steps To Reproduce

Visit https://oppiatestserver.appspot.com/
Create an exploration with an image in the content and publish it.
Now after that revisit the exploration and try to delete the image, you will not be able to do that.

Expected Behavior

I should be able to delete the image.

Hi folks, quick update, I think I found a fix for this. See https://github.com/oppia/oppia/pull/16746. I went ahead and created a PR as this is a bit urgent to resolve. Thanks!
