[Feature request] Add option to skip issues created before certain date

Hi,

This request was raised in https://github.com/nodejs/node/issues/28798#issuecomment-517792722 Is there a config which allows us to skip issues created before certain date? This config will be helpful in introducing stale bot in repositories which have hundreds or thousands of issues.

Example: Lock bot has a config skipCreatedBefore which skips issues and pull requests created before a given timestamp (docs)
