This was very helpful. I had the same problem. I tried setting my default channel , reinstalling my environment, and several other things. Renaming the roaming directory worked! I was using VSCode before Spyder… I wonder if that is a common factor.

I named C:\Users\Norb\AppData\Roaming\Python C:\Users\Norb\AppData\Roaming\bad_Python. I had been using other IDEs (Komodo, and Visual Studio Code) while learning Python through Linked-In last summer (Covid-19 telework).

I started an edX extension course this May and installed Anaconda.
Anaconda with Spyder appears to be far superior to the other IDEs.
