Did some tests:

The problem is not exclusive to windows, I have the same problem on linux, and multiple discord users reported the same thing
The problem only appears in 3.16.7-uploadApk, not in 3.16.7
The problem does not appear in android studio on master, only when running the executable
The most likely culprit is the atlas reorder commit by @SomeTroglodyte (hi!), which introduced (I believe?) relative paths to the atlasses in ImagePacket.kt, which are no longer valid as compiling into the published .tar.gz files changes the directory structure

Or alternatively we can try and get all file paths from the .jar file somehow…?
