feature request: Streamline process for admins to deactivate spammers

As Greg says, this feature would apply only to admins, and the UI would probably be a button on the user’s profile popup.

What happens next is worth discussing on our #frontend stream. It might be fine to just directly navigate them to user settings for that user.

Or it may actually be easier to just have clicking the button handle the deactivation directly (with possibly an option to append " (spammer)" to the name.

I think I prefer the latter.

Obviously, you want to make it so there’s some kind of confirm step before any actual deactivation happens (or make it really easy to undo).
