Install PT under different user issue - cannot run PowerToys without membership in Administrators group

Environment

Windows build number: 18362.30
PowerToys version: 16.0

# Steps to reproduce

Install PowerToys as member of Administrators.
Logon as user who is not member of Administrators.
Run PowerToys from start menu.

# Expected behavior

PowerToys should launch, maybe even automatically.

# Actual behavior

MSI installer launches, but fails. PowerToys does not launch.
